Imtiaz Development and Investment Bank of Afghanistan (IDIB)

1. Exclusive Shariah Compliance Commitment

The Imtiaz Development and Investment Bank of Afghanistan (IDIB) operates exclusively in accordance with Islamic finance principles as defined by the body of fiqh al-muamalat (Islamic commercial jurisprudence) and as codified in the Shariah standards issued by the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) and the Islamic Financial Services Board (IFSB).

IDIB does not engage in, facilitate, or benefit from transactions involving riba (interest), gharar (excessive uncertainty), maysir (gambling), or other elements prohibited under Islamic law. This commitment is absolute, unconditional, and fundamental to IDIB's institutional identity.

2. AAOIFI and IFSB Standards

IDIB's financial reporting, product structuring, and Shariah governance are conducted in accordance with AAOIFI standards. IDIB's Shariah governance framework conforms specifically to:

  • AAOIFI Governance Standard No. 1 — Shariah Supervisory Board: Appointment, Composition, and Report
  • AAOIFI Governance Standard No. 2 — Shariah Review
  • IFSB Guiding Principles on Shariah Governance Systems for Institutions Offering Islamic Financial Services

IDIB's risk management and capital adequacy frameworks additionally reference IFSB Guiding Principles across all relevant risk categories.

3. Independent Shariah Supervisory Board Pre-Approval

All financial products and services offered by IDIB — including Murabaha, Ijara, Musharakah (including Diminishing Musharakah), Mudarabah, Profit-Sharing Investment Accounts, Project and Infrastructure Finance structures (Istisna), Sukuk, and Qard Hasan — are reviewed and formally approved by the independent Shariah Supervisory Board (SSB) before being offered to clients.

No product may be offered by IDIB without SSB approval. Individual transactions are subject to pre-transaction documentation review by the Internal Shariah Compliance Unit (ISCU) to ensure conformity with SSB-approved standards. The SSB conducts periodic audits of IDIB's transactions to verify ongoing compliance.

4. Non-Compliant Income Policy

In the event that any income received by or credited to IDIB is determined by the Shariah Supervisory Board to be non-compliant with Islamic finance principles, such income will be disposed of entirely to charitable purposes as designated and directed by the SSB. Non-compliant income will under no circumstances be retained as profit by IDIB or distributed to shareholders.

The nature, amount, and charitable disposal of any non-compliant income will be disclosed in the Annual Shariah Compliance Report. In the event of a material Shariah compliance breach, IDIB will disclose the matter to Da Afghanistan Bank in accordance with applicable regulatory requirements.

5. Annual Shariah Compliance Report

IDIB is committed to full and transparent public disclosure of its Shariah compliance status. The Shariah Supervisory Board will issue an Annual Shariah Compliance Report following each financial year of operations. This Report will be made publicly available on IDIB's website and will cover:

  • The SSB's review of IDIB's products and product approvals during the year.
  • The SSB's review of a sample of IDIB's transactions for Shariah compliance.
  • Any instances of non-Shariah-compliant income identified, their amounts, and the charitable purposes to which they were directed.
  • Any material Shariah compliance concerns identified and the remedial actions taken by IDIB management.
  • The SSB's overall opinion on whether IDIB's operations during the year were conducted in accordance with Islamic finance principles.

6. Regulatory Licensing Disclosure

Important Notice

The Imtiaz Development and Investment Bank of Afghanistan (IDIB) is incorporated as a private joint stock company under the laws of Afghanistan and is in the process of applying for a full banking license from Da Afghanistan Bank (DAB). IDIB is not yet a licensed bank and is not yet authorized to accept deposits, provide financing, or offer any financial products or services described on this website.

This website — including all product descriptions, service offerings, institutional information, and financial data — is published for information purposes only and does not constitute an offer, solicitation, or invitation to engage in any financial transaction. All products and services described on this website will become available to clients only upon the formal issuance of a banking license by Da Afghanistan Bank.

IDIB will make a formal public announcement upon receipt of its banking license, at which point operational contact details, product availability, and client onboarding procedures will be formally published.

The content published on this website, including all institutional, strategic, financial, and product information, is derived from the IDIB Business Plan (April 2026), which is a confidential document prepared for internal institutional and regulatory purposes. While IDIB has selected specific content from the Business Plan for publication on this website for the purpose of informing stakeholders of IDIB's nature, mandate, products, and governance, the Business Plan in its entirety remains confidential.

Recipients of the Business Plan are reminded of their obligations to treat it as confidential and not to distribute, reproduce, or publish any portion of it without the prior written consent of IDIB's authorized management.
